That area, just north of Wailuku, is not a popular tourist destination so the "diving" may have been freediving spearfishing. Maui News doesn't always distinguish between spearfishing with just a mask and snorkel vs. scuba with a tank.

The man had been diving in the area, said Battalion Chief Jeff Shaffer. He said the main was on the beach and unresponsive when firefighters were called to the scene about 5:30 p.m.
