I dive with b and j. Scuba Diving in Malaysia on Tioman Island with B&J Diving Centre in Salang and in ABC - PADI, IANTD and DAN courses, Technical Diving. Very friendly, easy going. Don't expect a big resort. They have those on Tioman if thats what you want though.
But if you want to dive they can accommodate. It is a 4 hr drive to mersing then a ferry, or fly (my preference). I dove Tioman in March and am going back in May.

As Zippsy wrote almost everyone. You'll need to decide if you want to take the bus ride to Mersing, and then cross to Tioman, or go on a live aboard leaving from Singapore direct to the island: more expensive, but way less tiring...
How long does a liveaboard take from Sg to Tioman?
roughly 10-12 hours. They usually leave Friday night around 7:00pm and sail til morning. They usually do 4 dives on Saturday, one at a southern side on Sunday morning then stop for a 6th dive part way back to Singapore.

Berjaya air is pretty painless and takes about 30 min. Mid day flight, so simply stay an extra morning and fly back. If time permits that's a great option. Or at least go down that way.
ADEX (Asian Dive Expo) will take place from 19 - 21 April in the Marina Sands convention centre in Singapore. All local dive operators will be there, and can explain to you how they organise their trips. They also often have promotional prices for their trips on the fair.
Take your C card with you if you visit the fair: there are discounted entry fees for divers (<10 SGD)

There are many travel agencies and dive schools offering packages to Tioman Island for beginner divers. These are usually 3 day 2 night packages for participants to get their basic diving licenses. The package will include everything - transport from Singapore to Mersing jetty, ferry ticket from Mersing jetty to Tioman island, equipment rental, accommodation, food, ferry ticket from Tioman island back to Mersing jetty, transport from Mersing jetty to Singapore.
If you already have your diving license and would just like a free and easy holiday to Tioman Island, you can hire your own transport service from Singapore to Mersing jetty, buy your own Mersing to Tioman Island ferry ticket online and book your own hotel online. It's pretty easy!
