I've been living in Koh Tao for nearly three months now and I believe it's quite a safe place for women on their own. The locals are quite aware of the implications of bad publicity resulting from incidents so they usually make an effort to ensure traveller safety and comfort.
I would say the biggest hazards here are motorbikes and sunburn.
Just beware of the big dive operations that'll take your money up front for a package and then don't want to know you if you have problems with the dives or with accommodations.
