Key Largo area is wonderful. Lots of reefs and Snapper Ledge is one of the best for fish.
 
I think it really depends on which type of fish you're interested in watching. You can't go wrong with Molasses reef. It has a little of everything. I personally had a life changing experience with a grouper there that I would never forget! :D
 
in the upper keys, the southern buoys on molasses reef(permit ledge/fire coral caves), i believe, offer the best opportunity to observe a mix of schooling fish and occasional pelagics. snapper ledge is also a terrific site to encounter large schools of snappers, grunts and goatfish. the benwood wreck would be a 3rd choice,,,,,,,,,,

Great choice; also has a large brain coral in great shape

The wrecks can also be good, however they are not consistant; you can get reports of bull sharks off the Dwayne, then not see anything fish wise (although its still a great dive)

Molasses, especially the deep part is good; Carrysfort is also excellent and seldom dived (dove??) b/c of the location

Overall, for consistant large fish activity, Northern Palm Beach County trumps the Keys.

Carysfort Reef, South Carysfort, Elbow Reef, Spiegel Grove
 
Hmmmm...Molasses yielded some nice pics of MANY fish when I dove there as did the Benwood!

Samantha's reef the Donut and the Stake off Marathon! (Lot's of fish, but my pictures sucked)
