Dive Shops Expelled

Does anyone know if a Dive Shop gets kicked out of one certifying agency, can they just jump to another one? This shop was kicked out for dishonesty, theft, bad standards, etc. Can he just start up another shop under a different agency or do they take into account he has been recently expelled from another agency? I know of one shop that was expelled (shop and owner/instructor) from PADI and restarted with SDI and then the expelled owner sold and moved to a different shop and taught for NAUI.
