For a compact package with a bright focused beam in a handheld, the new Scout HP (their new LED module for the 3 cell lights) is pretty darn sweet... for longer burn time there is the Scout XP (which can be in either 2 or 3 cell)

I always dive with a light. You will get bounce back if there is high concentrated particles. You will get limited visibility but better than no light.

Pick up an UK SL4, cheap, bright narrow beam. Almost indestructible. Cheap.
I have a $700 600 lumen LED light I use as a primary. I was with someone who was using an SL4. In clear waters my light illuminated the area, but when lower viz occurred mine only stood to highlight the particles and glare us, whereby my partners SL4 really cut through the viz better.
Aim for a bright narrow beam light.

I carry a 12W LED that I bought from Hector Ortiz (350xfire here a sb) for a little more than $400 (out of your budget but definitely a great value) and for backups carry the Intova 4.7W Cree which you can get for under $50 at caveadventurers.com

Totally agree. I also believe that you don't always have to spend a fortune. Yes, you get what you pay for and the more you spend the better it will be. However, the light that goes with me on every dive as a "just in case" is an inexpensive Princetontec Amp 1, and if night diving I found a compact 4 C cell light that works great and on sale was less than $40.
