How does one go about beginning phases of taking courses to conduct warranty repair on dive gear? Example, gaining certs to work on Oceanic regs, BCD's, etc.

In most, if not all cases you would have to be working for an authorized dealer of the equipment that you want to service. Then courses become available. As long as you continue to work for an authorized dealer and keep your certifications up to date you would have access to the parts and training to do warranty work. I have never heard of any way to do warranty work independently.
