There is a parking lot just on the other side of Dive Friends at Sand Dollar that isn't part of the condo complex, you should be able to get tanks there via the combination.

Parking wise, this would be true. However, having just returned I can tell you that Dive Friends at Sand Dollar said they only give the combo to guests of the Sand Dollar. I'm assuming that's true but maybe they're generous if you make a good case.
