Who designed and gave the dive industry the red and white stripe diver down flag?

Looking at divinghistory.com the red and white flag was introduced by a Ted Nixon in 1956.
I was told in an early scuba course (early 1980s) that the first red and white dive flag was used by a dive club in Wisconsin. I don't know if the two are related.
I have seen the reference to Ted Nixon in more than one place, so I would go with that. Good question.

You are correct, it was Ted Nixon.
Contrary to common belief it was not Capt. Don Stewart of Habitat Bonaire, however he was instrumental for sport diving industry to addopt the flag. Ted Nixon designed it and proposed it.
