I could be mistaken, I thought that was the dealio when I was dive conning . . . if I am wrong, it won't be the first time today, or this hour for that matter ;)

The information on the PADI website is a bit different than what has been stated. Seems like checking with the PADI Course Director is the best advice.

Prerequisites
To qualify for training as a PADI Open Water Scuba Instructor, you must:

Be certified as a PADI Divemaster or a PADI Assistant Instructor or be an instructor in good standing with another training organization for at least six months (check with a PADI Course Director or Contact Us for qualifying credentials.)

What would be the prereq for AI?

That might be an eaisier route than the full PADI DM class/cross over procedure.
 
Sometimes the website doesn't give complete info. Here's what the Instructor Manual says:
PADI Instructor Manual:
To enroll in an IDC, an individual must:

1. Be certified as a PADI Divemaster or hold a leadership level certification with
another recreational diver training organization.

2. Be at least 18 years of age.


3. Submit medical clearance for diving signed by a physician, attesting to fitness
to dive. The medical clearance must be current within the previous 12 months.
The physician signing the medical clearance cannot be the applicant

4. Have been a certified diver for at least six months and have completed and
logged at least 60 scuba dives showing experience in night diving, deep diving
and underwater navigation
(as documented in the individual’s log book.)
Note: To attend an Instructor Examination (IE), the instructor candidate must have at least 100
logged scuba dives (exceptions may include PADI 5 Star Career Development Center candidates).

5. Submit proof of CPR and first aid training within the last 24 months.

6. Submit documentation of any qualifying certifications for entry level,

advanced, rescue and leadership level issued by another recreational diver
training organization.

(PADI Members who have these records on file at PADI do not need to resubmit.)

7. If not a PADI Divemaster, successfully complete the PADI Divemaster course
dive rescue assessment.
