Looking for recommendations.

Would prefer spear-friendly boats run by DIVERS, not bottom fishermen.

A captain or dive master that won't harass me for not wearing a snorkel is a plus too

Try Offshore Diver Charters. I have been with them several times and have always had an excellent time. It is ran by divers and won't harass you about a snorkel. (But you should wear one. ) Sorry, Couldn't resist.
