Slow day at work... I set up a public "find a dive buddy" calendar at Google. It leaves something to be desired, but... Well, it's free. And a slow day at work. (I know this comes up a lot, but maybe this time it will be different...?)
The basic idea is this: if you are doing something and don't mind people going, you post it on the calendar. If you want to do something but need a buddy, you post that too, and maybe someone else who needs a buddy will contact you.
To create events I will have to invite you to the calendar and give you privileges. So, send me your Google mail username. (Yes, you need a Google account for all this.) Whether the calendar is viewable by the public or restricted to the invitees is open for discussion among the participants.

You post your diver profile in the events you create, so people get an idea of your experience. If there is no public web page that summarizes your experience, create one at Google Documents, like this:

WANT TO GO DIVING?
Look for "LFB" or "OPEN" events. If you can't find anything that works for you, block out the times you are available and post an event beginning with "LFB."
GOING DIVING AND DON'T MIND COMPANY?
Post your dive as "OPEN." Make sure to include time, place, and a way to contact the organizer. If the dive gets full, change it to "CLOSED."
HAVE THINGS CHANGED?
Edit your events to reflect updates. For example, if you post LFB and find someone to go with, change it to OPEN if you don't mind more company. You can delete events too, but it's better to change them to CLOSED. That way people will still know where they may meet their chums.
