After talking it over, we are going to stay in Cozumel
Glad you made the decision to stay in Coz - I didn't get a chance to add to why that could be a better decision than a boat (or ferry) from PDC to Coz. Weather conditions can definitely determine how smooth a 30-45 minute boat ride would be.

Staying at Allegro, you've got Pro Dive onsite for scuba or, of course, the option of another dive op picking you up at the dock there. You'll also be only a 5-15 minute boat rides to the dive sites in the marine park.
 
My family stayed at Allegro before. For those nitrox certified you can dive nitrox free. I got my 3 children all nitrox certified in that trip, and they started to dive nitrox (free)

Allegro has other stuff you can do. Sailing, standup paddle boarding, tennis, etc. They also have night shows some are decent some are just "fashion shows". Good food. Good resort.

By staying at Coz, you have more choices of where to dive. When we were there, the place was full, and the dive shop ran several boats going out and you sign up for which boat/sites you want to do. My kids were all AOW, so we had a wide range of choices.
Thanks for the information. All three of my daughters are OWC, so I'll look into the nitrox certification. How was your experience with the resort's dive center? Did you have any trouble getting onto the dive boats? I know the resort will be very busy the week after Christmas.
