I was wondering what the procedure is for this. Mounted on waist belt, mounted on tank, mounted to backplate? Is there a standard?

In this area, at this time, plate mounting an AL6 is most common (80% of divers). 1 strap and a peice of 1/4" bungie at the lower left corner of the plate.

Tank mounting an AL13 or Al14 is less common but done on occasion (20% or less of divers). Its more popular for big dives and/or dives with lots of up and down.

Waist belt mounting has pretty much fallen out of favor.
