Electronic versions of the canadian hydrographic marine charts are available on a CD and expensive, the NOAA american charts are available for free download, but not canadian charts. You can get an iphone app for $25 that has vector charts all of BC that works quite well, but the tide section is less than desirable. "Navmatics Charts and Tides, US&CA West". Or you can go to a used marine place like Popeye's Sailors Exchange in North Van, and pick up old paper charts, definitely the best bang for the buck.

Dunno about up there..but down here in Florida, every fishing place has these cheezy paper copies of local to the area nautical charts... usually surrounded on the edges with advertisements. Not great, but they are free. They are charts.. hit the fishing supply stores.. usualy in the area with the free stuff.. fishing pamphlets etc.
Used charts are usually worth having. There is not that much updating that goes on and they are usually quite inexpensive.
Check with the fisheries dept or whatever it is called. Sometimes they have free chart stuff for fishermen.
If the local marinas have a "nautical flea market" you might be able to pick up charts.. same marinas usualy have a bulletin board for stuff for sale.

Thanks for all the replies. I will just have to go on dives to new sites with someone experienced in the area. It would be nice if I ever went somewhere new and wanted to plan a route around the dive site.

The last sentence is a little bit confusing... can you explain, "route around the dive site." Do you mean diving the area?
