Is there a plan to get these posters out in the community to drive people to the local dive shop or simply make the poster available online, preach to the choir (dive industry) and displayed only in the very place it is supposed to drive business to?

I HATE when "solutions" are presented that are more about looking like solutions and saying "we are trying" than seriously trying to fix anything. If this was serious there would have been an outline of the distribution model and reach out to the dive industry and community to make this work.

The could have partnered up with NAT GEO, Aqua Lung, Body Glove, TuSA, etc and gotten a small card size version of the poster in with the blister pack snorkeling gear those guys sell by the container load to the big box and club stores for the summer season. This isn't that hard, and I'm not the one with the MBA

Meh...

The poster is available for anyone to print/hang/distribute as they are wont to do. If a shop thinks that promoting snorkeling will bring folks into their store... they should figure out how to best use this tool in their local market. Any business that sits idly by, waiting for someone else to dive customers in will get all the new business they deserve.

As for putting a card that promotes snorkeling... into a snorkel kit? Well, you don't need an MBA to understand that's as "preaching to the choir" as it gets. (ie - you'd need to have already purchased the snorkel kit in order to get the card promoting snorkeling)

Further, can you imagine the hue and cry from the industry if such a deal was struck;
- with one or two select manufacturers
- for items sold through Costco and Walmart rather than a dive shop
- from people who bought low-end gear and, if they decided they wanted to try diving, were then told that gear wasn't any good for diving and that they had to buy all new stuff?

I'm puzzled.

The barely-SFW image attached to the OP's press release has an image of a person in it.

This ...
