The Canadian Extreme has a removable strip of brass or copper with a spring - simple but effective. Sounds the same as the Scout.

A backplate is a backplate is a backplate, so it sounds like the Canadian Extreme is a Scout is a Canadian Extreme. I just like the price :)
 
Ok...
Minor exterior differences include rougher knurling (preferred for grip or will this abrade rubber bands?) and rounded shoulders on the CE.

Interior differences: Scout single O-ring vs. CE double O-ring
Both have metal strip with attached spring that is easy to remove from barrel... but Scout has upper edge bent over to form a hook that fits into a grove in the top of the barrel to hold strap in tight to the barrel....this really doesn't make a difference as the CE strap is held against the barrel by the batteries.
