Decoplanner gives 1 min @ 15ft, 1 min @5ft for the 120 hour dive

That's using 21%
 
Without looking anything up I'll go out on a limb and say that the. ceiling for a 15 foot dive is significantly above sealevel. See Erik Bakers paper "Understanding M Values"

How did you get 23fsw?
Assuming that the leading compartment is 16, I get ~20fsw....

Can't help you there, that was long ago. I suspect that any difference is in that the old USN m-values were used.
 
If I were him, to be on the safe side, I would breathe a tank of pure O2 for the last half hour or so. I am sure that is almost certainly not necessary, but given the overall logistics might be a sensible precaution.
