Anybody can refuse to dive with anybody at any time ... it doesn't have to be for any overt reason whatsoever.

If you can't be comfortable underwater with the person you're paired up with, you have no business diving with that person.

Discomfort can ... and often does ... contribute to that chain of events that ultimately ends with a diving accident. I'd far rather be embarrassed by refusing to dive with someone than injured because I was afraid to be embarrassed ...
