So I purchased this dacor compass off ebay. I was expecting the inner bezel to rotate like a traditional bezel does but it does not want to rotate. is it supposed to ??

Yes, it should but they are notorious for getting stuck because of sand and mineral deposits. Soak it in warm water with some vinegar over night and see if that helps.
