Bring with you your passport, $, current stateside driver's license, and a mailing address in the CNMI and you should be set to go: it's the one-storey building behind the Supreme Court building on Beach Road. Coming from Garapan/North, make a left at the Supreme Court, and it should be the first two driveways on your left.
I suspect that you don't have your address there anymore, but that's what friends are for. Either that or use your old work address. License should be issued to you on the spot (with the usual island time wait). You can get a discount on car rentals too with the license, and sometimes I'll get a local discount on Guam. I hear that Hawaiian car rental agencies also recognize the CNMI license as "local" and may give you the local rate. Darn good investment if you ask me.
