Diver
Any Caribbean destination with good shore diving is going to be compared against the other few. Bonaire, Curacao, Grand Cayman, to some extent St. Croix.
I get there are going to be comparisons because for many of us shore diving offers a lot of economy & freedom (and in the big picture it's relatively rare in abundance). I just don't see Curacao as a truck & dive locale. You can make it so, but you miss out on a lot it has to offer.

Many non-divers are apt to be happier to the east, where the more civilized amenities are, and those seeking the reputably 'better' diving out west may be more likely to be 'diver only' or 'low-maintenance non-diver' types, who are more likely to be focused on the diving.
There's certainly not the shopping & nightlife "out West" that you have closer to the city, but there are enough small, nice restaurants, beaches, condo style resorts with pools, wonderful cliff side views, hiking, biking etc. for non-divers (or not so serious divers
