I have done diving in everyone of those ports. I go to Bonaire every year for a week. If I was diving on the trip and could only pick one port it would be very difficult but it would be between Curacao and Aruba depending on what you wanted to see.
Aruba- the airplanes are really cool. A fully sunken airplane you can swim inside and through plus a few other airplane wrecks. Memorable. But make sure you get to dive that spot. Try Fly N Dive.
Curacao- I would go to Dive Bus and dive their house reef, 2 tanks. It is at Car Pile and you can easily do 2 or more dives on this site. It is a very easy shore dive and lots to see for divers and snorkelers. Look up Car Pile on dive sites and you can see and read about it. Dive Bus is a great organization and you can take a cab there very easily.
If I had to choose I would choose Dive Bus. Really liked that dive. I have heard very positive comments about Ocean Encounters as well but I don't know about them personally.
Grand Turk is nice but not as good as the other two sites, but there isn't much to do there so why not dive on 2 stops. GT is on the expensive side for diving as well. Go with Grand Turk Divers.
