Crotch Strap Butt D-Ring.

Dive rite video says to position the butt D-ring of the crotch strap right at the backplate.

Another DIR site says to have a hand width gap between the backplate and the butt D-ring.

1. Which is correct and why?

2. I know it's for towing a scooter but absent that, what do you use it for? Clipping the spool? Smb?

depends on personal preference, size of diver, and size of tanks. I'm not sure which video you saw, but mounting it right at the backplate it way too high for most people and most tanks. It would become almost impossible to reach. The important part is where it ends up on you, not where it is in relation to the backplate. If it's right at the plate, you can't clip anything to it, especially not in doubles because it will be completely covered. I like mine a little lower and generally put it right where my tailbone ends.

You use it for many things, primary is obviously towing a broken or spare dpv, but any time you have to do anything it's good for clipping stuff off. What you put back there is up to you entirely and depends on what you have to carry and where. I typically don't put anything back there. In backmount spools/smb live in pockets, or in a pouch under the backplate. In sidemount more stuff gets clipped to the back, but I have a lot more real estate without the tanks back there and none of it actually gets clipped to the crotch strap. There is a second set of D-rings mounted on the transpac right at the plate where I mount most of my stuff.
 
Where it is specifically depends on your build a little. Generally you want it to be just (and I mean just) below the bottom of the tanks.

I clip off reels back there and maybe an smb if I'm suit-less in the tropics. I will tow scooters back there if it's big cave, but generally towing from the crotch dring keeps them tighter and more streamlined.
 
hand width works for me but it depends. if you put reels back there, which i do, you want it high enough where they dont drag between your legs into the silt
