No and no. The regulator that Cousteau used most was the single stage Le Spirotecnique Royal Mistral with only 4 moving parts and one O ring and was extermely reliable.

Here is a shot of one with a safe second. I don't know if it is a Cousteau set up or not though. It's the only example I've seen so far:

Cousteau Museum

Those links are for the flashback museum which put on the display at the tradeshow. I think I was talking to Ryan (young guy with a beard?). He was telling me that the museum was getting a new permanent home in Tacoma Wa. I plan on taking a second trip down there and spending some more time looking. They certainly have a lot of Cousteau stuff.
