Herradura divers is a great shop, unfortunately they are now closed until mid December. Tortuga island tour sounds good, I know the visibility can be on and off but it's a nice dive.

If you have the time, I just got back from Guanacaste. Rich Coast in Coco is great.... it is close to Liberia and was great diving
