Yeah and the fun part of it is that even a "sealed" first will freeze if the moisture is in the TANK air! :D

Exactly. If NAUI is saying -40 F is acceptable as part of Grade E you can see why there might be a heck of a lot of free flows even with a sealed first depending on where one gets their tanks filled and the ambient water temps.
