You might want to PM Holly (Photocoz) - she and her hubby went over there on a dive assignment earlier this summer. I know there are a couple resorts just south of Majahual, Mexico which go there, but part of the appeal of the Banks is they are truly pristine, which mean not many go there...yet.
I was diving there 2 weeks ago. The reefs appeared to be the most healthy I have seen. The vis was only ~50 feet the day I was there but I am told it is typically much better. Mahahual is truely rural Mayan territory. Don't expect any commercialism here. It is pristine and truely Mexican. Try dreamtimediving.com. They are located right on the beach. They have a new dive boat, are affiliated with PADI and excellent hosts, dive leaders.
