Akaso makes a cheap but usable camera. I got one before I got a GoPro. It will do what you want

Amazon has them for under $70.
 
I just poked around Amazon. Searched action camera, set the filters to $30 max and 4-star and above. Decent list. The cheapest that looks like it might work for filming yourself in a pool, a kids camera for $10. Tons of them for $29 and a few that looked decent for $20. All of them waterproof. I knew they were getting cheap, but this is getting crazy how cheap you can get them now.

A 2-pack of point and shoot disposable cameras is $24. It's a better deal to get cheap action cameras and put them on the tables at a wedding party than to do the disposable cameras these days.
 
Look for a used Nikon Coolpix. A lot of Coolpix models can take the depth of a pool. I bought a Coolpix W300 on Facebook marketplace for $100. I love it being a point and shoot that works to 100' depth. Coolpix being a point and shoot, you can ask anyone to film you as they are very simple to operate. Easy peasy and fits in a BCD or drysuit pocket.
