i totally agree with you so let's put it that away this concept of insurance is not part of a business plan in mexico either people like it or not.IMO, the once-a-year divers are more likely to have an issue than the frequent divers. Small price for peace of mind? (FWIW, I wouldn't trust any operator's liability insurance, even in the US.)

If he’s working out of an established shop with a good reputation, he’s probably fine as far as safety practices go. The cenote tours for OW divers are pretty cut and dried in terms of policy, limits, and there are hundreds of them safely conducted every single day.I had been discussing doing a cenote dive with someone at my hotel in PDC. She came back from yoga today and explained that she was introduced to an instructor who works for a well known shop that has a good reputation here on scubaboard. If you ask for recommendations for cenote diving from PDC, their name will come up. The shop allows him to use their gear to run tours on his own. I've verified his instructor status with PADI and he sent us a document showing his identity documents. I believe he's really an instructor. Is there any way to know about his safety record?
