I also like shallow diving....40-50ft.... with sandy bottom,occasional reef here and there.
Shallow gives more depth perspective and thrilling to see the shimmer , boat ...above.
Air lasts longer too.. and it's bright.

To me, that screams Key Largo, land-based, doing 2 2-tank boat trips with Rainbow Reef Dive Center back in 2018 (trip report), if you skip the deep wreck dives in the morning in favor of shallow reef dives. Not a live-aboard, but you can do a lot of diving.

It's not a LOB but from all the things you like, you may want to check out Bayhibe in the DR. Most of the dives are on the shallower side but are loaded with fish life minus the sharks.
