What is the deal with the money exchange at the Cancun Airport photo copying pass ports?

Why would you use them?

From comments on this forum, I do not use free standing ATMs. I use bank lobby ATMs in Cozumel and have never had a bad experience. So what is the game with the passport copies

No one has ever advised against using the Scotiabank ATM at the Cancun airport.

Now, if you were to come across a Cashola or some other non bank ATM in the airport, (there aren't any), take a pass.

Never used a cambio, (only ATM's to the tune of about 100 times, and know people in Playa who've used ATM's exclusively for 20, 16, 9, and 7 years), so can't answer your question. Sorry.

Banks are required by Mexican law to keep records of currency exchanges, because Mexican citizens can only exchange a limited amount of foreign currency per month tax-free; once they exceed the threshhold, they must pay a tax on the excess. Foreigners are exempt from the tax - no sense in discouraging the flow of tourist dollars. Which is one reason that Mexican businesses, while very happy to take U.S. Dollars, or Canadian Dollars, will always give you a less favorable exchange rate; some of the difference is to cover the taxes that they'll owe on foreign currency exchange. Banks keep photocopies of your passport when making a currency exchange so that they have proof for Mexican tax authorites that the bank isn't exchanging currency for Mexican businesses off the books.

Cambios in the past did not require ID to change currency. Maybe Mexican taxing authorities are cracking down on enforcement to make sure that Mexican citizens aren't exchanging Dollars off the books.
