To clarify, reported posts show up in a special forum visible to all moderators. In some cases, the course of action required is obvious, and in other cases discussion among moderators is required to get a consensus for action. Once that consensus is formed, one moderator goes in and takes care of what needs to be done. In cases where the consensus action covers a large number of posts, the selected moderator will make any number of individual decisions.

A moderator who is participating in a forum cannot act as a moderator in that forum.

Of course, a certain board owner has the same powers, and is not subject to those rules. His words word, IIRC, "Good thing I'm not a moderator then." Nice and fair minded!
