I just bought a reg of ebay that was listed as new. Its was from a seller with 100% feedback but was just wondering if there is anyway to tell if a reg is used or not?

It is hard to tell if a regulator has been used very little or not at all. A few signs to look for are teeth marks on the mouthpiece, and internal corrosion on the metal parts, salt crystals on the threaded hose connector, etc.

IMO, if it's new it should be in the box with all the paperwork including a warrenty card. If not, then it's not new.....might be unused but not new.

Lipstick stains are a dead giveaway.

Seriously, I'd not trust it unless it is as herman says. In the box with all paperwork.

Used regs will fit back in the box. But what real difference does it make anyway as long as you got a good price and it is in "as new" condition. Take it out and dive it so you can then be sure it is used.

I bought a MK15 once that was not advertised as new, but when I got it, I could see no evidence that it had ever been in the water, and the tech who rebuilt it (before I used it) also said he could not tell if it had ever been used. Didn't matter to me a bit.

Even though your reg is "new" (or at least like new) if it were mine I would still have someone not connected with the sale check it out. I would put it on a tank, check the IP, make sure there's no creep, tune the 2nd stage, and probably take a peek inside the 1st stage just to make sure there's no crud in the ambient chamber. It's so easy to do on those regs it's not worth skipping.

It is very simple, If the box has been opened it cannot legally be sold as new. That is why you see retailers selling "opened box" or "demo" models at a discount when compared to truly new merchandise.
