Can anyone identfy this type of tank band?

I picked up 10 of these clamps and cannot find any information on what they are for or how they work? Has anyone come across this style before? It has a bolt and plastic knob assembly through the band.
 
These types of clamps are used to secure cylinders on to pallets or on side containers. You close the
Atch and then torque the nut.
 
my guess would haqve been fire extinguisher mounts if it comes apart..... can't tell from the pic if it is a closed band or not.
 
Its an open band with a latch, it has 2 openings to latch to depending on tanks size and can be adjusted as Doubler said with the nut. Thanks for the quick reply.

Does anyone use these or are they just for delivery of the tanks?
 
Several vintage backpacks used that type of metal band, that one does't look familiar but Healthways had a similar one as did others. They went to the nylon strap band because it was cheaper and more easily packed in a dive bag.
