It looks like California is setting up some large coastal areas as No Fishing Zones.

Actually this process, brought into being by the passage of the Marine Life Protection Act, has been going on for several years now. Politics and "budget problems" stalled it for a while but it is slowly being implemented.
 
No fishing zones, we call them Marine Protected Areas (MPAs) here in the Philippines, are very effective conservation tools; especially if they are community based. One success story is Apo Island in the Central Philippines. Loads of fish, awesome corals, exquisite diving.

I'm sure the ecological principles involved are equally sound in both circumstances (California and the Philippines) but I think there will be huge differences in how the people (social aspect), especially the stakeholders, will react to it.

Hopefully it'll all work out.
