Bungie adjustment for Force fin?

Hi! I have a used pair of force fins that came with some other equipment I bought, and I would like to give them a try. However, they have the bungie heel kit, and the bungies seem just a little tight. I'm wondering if they are adjustible? I didn't want to force something and end up breaking it. Anyone know if they can be adjusted, and how?

Instructions on the ones I just picked up say to pull the "barrel" back, adjust the bungies and push the barrel back in place. Might help to rotate the barrel when you do it.

Great! I'll give it a "firmer try". I tried pulling them back gently, but didn't want to break anything. Let's see. . .
