The primary issue with bungees isn't entanglement, it's that they will continue to squeeze air out of your wing if there is a leak, making it impossible to trap gas by rolling the leak to the bottom to maintain some emergency buoyancy.

It's a tough call with that rig, the wing being so oversized for a single tank. I agree that a doubles wing on a single tank is no good. Sell it and get a singles wing (or keep it for doubles if you plan to dive them). It may be difficult to control trim as gas moves around in that huge floppy wing.

That said, this rig is sub-optimal but probably won't kill you on simple recreational dives. I've certainly dived sillier equipment configurations and had fun.
