Skull, you are right, it doesn't make since, but if I was born in Mexico I would want to leave too. Hopefully giving them homes and medical attention though will encourage them to do the best with what they have.
 
BAJA === A State of Anarchy?

From a friend who was born in US but lived and educated in Mexico...

It is time for President Felipe Calderon to invoke Article 29 of the Mexican Constitution and suspend the constitution in areas of Mexico deemed appropriate and move in 200,000 Federal Troops to hunt down each and every Narcotraficantes, hired assassin etc. It would take some "Cojones" to do it but I think El Presidente should do so in selected areas. Once the Mexican Army has cleaned out the areas then they should move on to the next restoring Democracy when they leave. During the cleanup they can prepare "Clean" Municipal State and Federal Police to keep the ground they cleaned out.

Rough Translation:

In the cases of invasion, serious disturbance of public peace, or anything else that puts the society in serious danger or conflict, only the President of the United States of Mexico, in agreement with Titulares of the Secretariats of State, the Administrative Departments and the General Office of the judge advocate general of the Republic and with approval of the Congress of the Union, and, in the recess of this one, of the Permanent Commission, will be able to suspend in all the country or certain place the guarantees which they were obstacles to do in front, fast and easily to the situation; but it will have to do it by a limited time, by means of general prevention and without the suspension is contracted certain individual. If the suspension took place being the reunited Congress, this one will grant the authorizations that it considers necessary so that the Executive faces the situation, but he was verified in time of recess, will summon without delay the Congress so that he decides them.

The troops have begun arriving in Texas and TJ. There are about 1,000 in TJ now and soon there will be 1,000 more. There are equal amounts along the Texas border.

The police are surrendering their weapons. A interim TJ commander was killed in an 'ilicit act' by his body guards. Over the last days and weeks there have been various people killed who were apparently involved in corruption.

The drug cartels include US trained combatants who use techniques such as police uniforms, aggressive attacks and intimidation.

To have success the military must be aggressive and vigilant. It has been shown to be working which has reduced drug flow across the Mexico border region and increased the violence while cartels fight back. Conversely drug flow is on the rise through Canada and the drugs are morphing into super meth plus exctasy and meth in marijauna derivatives.

It is suggested what is needed is 100% vigilance, higher levels of prosecution, longer more difficult prison terms, higher pay for police plus support in technology and training.

Either this is the beginning of better times or the end of good times but at present these are all good signs. If each effort was increased that would be good.

Not a good time to be a corrupt, drug selling cop... Calderon should send the miitary to every city in Baja and retrain cops........

TIJUANA –
A high-ranking police official and his second-in-command were found shot to death late Monday in a central part of this city. The killings marked the second in less than two weeks of top municipal police officials.

The Baja California Attorney General's Office identified the victims as Jose de Jesus Arias Rico, chief of the central La Mesa District, and Elbert Escobedo Marquez, the assistant chief.

Their bodies were found slumped inside a 1988 blue Ford Escort. Numerous shells from 9-millimeter and .223-caliber weapons were found at the scene, according to a written statement.

The Agencia Fronteriza de Noticias, a Tijuana news agency, reported that the killings occurred at about 10:20 p.m. within the victims' district, a block from a busy intersection known as La Cinco y Diez.

In a written statement, Baja California's attorney general, Rommel Moreno Manjarrez, vowed to find those responsible for the crimes.

On Jan. 3, another district chief with the Tijuana municipal police was found dead four days after he was abducted from his home. His body and that of another Tijuana officer were found off a highway in an unpopulated area of Rosarito Beach.

Officials linked the killings to the victims' involvement with organized crime.

Tijuana police have faced rising attacks since Mayor Jorge Ramos' administration took office in December, vowing to eradicate corruption from the 2,300-officer force.
