off topic a bit and it may not apply, but travel sites used to advise that if you bought something new for a trip overseas, have receipts with you when you re-enter the country in case Customs suspects that you bought it over there and are bringing into the country.

I beleibe that personal scuba equipment (water sports equipment) is specifically exempt from import tariffs, duties and taxes, at least as far as USA is concerned.
