As mentioned above, Underwater Photography Guide has some nice information too. Even a couple tips on specific settings for some camera models.
Of all the techniques mentioned I personally think the rule of thirds gives you the biggest bang for your buck (you won't have to spend money on better lens, cameras, etc. or learn a lot of technical stuff) - you can do this at the time of shot or just crop it later and see if you like the result. Your camera should have a display setting that turns on the marker lines on your lcd, so you can't ever forget to try it.
