In my experience many of the states that have these laws, have no good way of enforcing it. I have seen such dangerous activity on the water, and wich every state would require licensure, and enforce it!

I live in GA and there is no requirement for a license. I took a boaters safety test for GA, SC and TN. Only the SC test had a divers flag on the test.
[I wish that the age requirement for children wearing a life jacket was the same for ALL states. It varies and is confusing when you are on a body of water that is the border of two or more states.]

Thanks for the link to site for the State tests! I've been teaching my dive buddy how to operate my boat "just in case". He can use this info.
He had to pick me up last month when we were in the FL Keys.
