Unfortunately, we hear about this all too often. Private boats and even dive charters, and I just can't understand it. Before I bought my boat, I took a boating course from US Power Squadron. I seem to remember this being covered well. Engines off, not just in neutral, when people are in the process of boarding or going in.

You'd think "don't try to pick people up when it requires putting the boat in a dangerous position" would be kind of obvious, also.

Yeah, you’d think it would be obvious, but it happens far too often. Experince level of the captain doesn’t seem to be a factor. Common sense of the captain is more indicative.

Yeah, I have learned that my take on safety issues and, like, "normal" takes on safety issues are... not the same. My brain just runs through the 'what if's automatically and goes "wait, if you do that there, then you might end up on the rocks!" or whatever.
 
unlike other countries in NZ theres basically no requirements or licensing that stops anyone from buying a boat and going out and sailing with little or no knowledge or experience - most weeken warriors have little understanding of maritime laws
