As a boat owner, I'll admit props scare the hell out of me, and I can't imagine dropping anyone in the water in the described weather conditions. I have already decided to thumb my dive if a Captain ever said "pool is open" in similar weather. Unfortunately, after being a responsible boat owner for 36 years, I am no longer amazed by the dumbass stuff boat operators do, especially with people in the water.

Depends. Use a line to tow them out to a safer position before boarding, but I don't know the skipper's experience as a mariner. If one's focus is only on one evolution rather than the entire situation, accidents appear. I had that physically explained to me, on a couple of occasions, by a bosun's mate. I'm much better now.
