I told them I wanted 100CF tanks but wanted them filled to capacity both told me the local company that fills tanks will not fill AL100s with more than 3000CF of air.

I'd love to get 3000CF from an AL100!

But that would be about 99,000psi...

No. 100 al have a higher max pressure.

I'm not sure if this is a serious question, the answer is because air does not behave as an ideal gas (remember PV=nRT), an AL80 holds 77 ft^3 at 3000 psi. Close but no cigar.
