Okay, see attached images Smooth Puffer - Lagocephalus laevigatus. Habitat described in book: Maine to Florida, Gulf of Mexico, Bahamas, and Caribbean Sea to Argentina. Also in the eastern Atlantic. Excellent! Mystery solved. I appreciate you posting the name of the fish. I spent too many hours yesterday trying to figure it out—-and way too many hours trying to figure out how to post on Scuba Board a short video of it swimming. I was not successful with either!
 
That was another possibility I just found as well.

I'm pretty positive it's a puffer. Either a smooth or a blunthead.

When one looks at the video (much clearer than the photo), you can see that it is a Smooth Puffer.

You can't post a video directly to scubaboard, it has to be a link where the video already exists. So when I want to post a video here, I upload it to my youtube channel, hit the media button, and then provide the link. It doesn't have to be youtube, there are many other different sites to choose from.

Also for anybody interested in fish identification I highly recommend the book from which I grabbed the image.
