Has anyone tried using the Stair Interpolation, a Fred Maranda PS plugin?

I've been using it to enlarge my files up to 22 mega pixs before printing, the results are suberb. The plugin was very cheap, about $15 from memory.
 
Will that plugin work for PS Elements? My wallet won't support the full blown PS right now.
