There are some good spots up just before the airport as well (Energy Lab road). Keahole Pt, and just south of there, Kohanaiki (way down around the point). As everywhere, take care with the sea state and pick your exit spot carefully.

I'm a little late to this, but I lead a group of divers in Kona every year. There are so many great shore dives, we've pretty much given up on boats. Shore dives in Kona can be a bit rugged, and a few of the dives like Pipe Dream are better reached by boat, but overall Kona is really great. I wrote about a few of my favorite dive sites on my blog: blog.joescuba.com

I enjoyed Puako when I visted the island. Drive south on Puako drive till you see a small parking area with a trash bin and a bush with an archway to walk through to the shore. Scramble/swim over the rocks and enjoy the dive. Lots of stuff to see.
