Best time to dive around the world

I am wondering is there a chart somewhere that can tell me for each country where and when is it the best time/condition to go there and dive?

Not a simple question to answer. For example, the best diving in Thailand depends on whether you are diving the Gulf side or the Andaman Sea. Different peak seasons (although I had good luck diving both in March).
