The best place for shore diving is Bonaire ( we went two spring breaks ago and the vis was 60 @ deep and 30@ 25 ft. it was not good vis.) For walls its Little Cayman ( we were there this spring break and vis was way down, at best 80 at worst 30 - the water was warmer than usual 84.) I have been in the Keys several times with the same vis as these places, but the variety is much better in the Caymans - little stuff Bonaire. Am leaving for Turks & Caicos next month. Have been to U.S. V.I., Bahamas ( sparse fish life.), Cozumel ( drift diving is okay but can be dangerous and can anyone trust those D.M.s ? )

Unbelievable walls, lots of critters and coral: Little Cayman
Phenominal fish life and diversity, easy shore diving: Bonaire

But, if you have even the slightest inclination to explore topside environments and enjoy hiking in an incredible rainforest/mountain paradise, with waterfalls and spectacular views at every turn, check out Dominica. The Dive Dominica operation is great, if pretty relaxed and the diving is pretty damn good. Some fine walls, plenty of seahorses and the usual assortement of reef fish and loads of colorful sponges.

Enjoy...
